CASUAL LEAVE

(OM No.60/45/65-Estts (A) dated 4.2.1966)
(i) 8 days for having 17 holidays & 10 days for others.
(ii) Shall not be granted normally for more than 5 days at a time, except under special circumstances.
(iii) Can be granted for half-a-day also
(iv) Can be combined with Special Casual Leave but not with any other leave and joining time.
(v) If C. L. is availed while on tour, no DA will be entitled.
(vi) LTC can be availed by availing casual leave.
(vii) Half-a-day Casual Leave may be combined with regular leave if the absence on the next working day was due to sickness or other compelling reasons.

(viii) The dividing line is lunch break if it is in continuous attendance and one spell in split attendance.
(ix) The officials with disabilities are entitled four more days special casual leave in a calendar year.

(x) Half a day CL to be debited for late attendance in the CL account of an employee for each late attendance but late attendance upto an hour and not more than two occasions in a month may be condoned by the competent authority if he is satisfied that it is due to unavoidable reasons.

Earned Leave

(Rule 27 (3) read with DP & AR No. 397-20/80 dated 22.06.1980)

(i) It shall be credited in advance in two installments in 15 days each on 1st January and 1st July. The maximum limit is 300 days. (DOPT OM No. 14028/7/97-Est (L) dt. 07.10.97). Credit will be reduced by 1/10th of the period of Ex OL/Dies non taken during the previous half year.

(ii) When the period of leave is preceded or followed by holiday/Sundays then such holidays shall not be counted as leave. The employee shall be permitted to be absent on such holidays without taking leave.
(iii) This is applicable to an employee dies while in service (2½ days per calendar month for each completed calendar month. (For newly appointees also, the same principle).

(iv) EL can be accumulated upto 300 days. In case of credit of E.L. exceeds 285-300 days, the advance credit of E.L. on 1stJan/1st July shall be kept separately and first adjusted against the leave availed during that half year.
(v) EL can be granted at a time for 180 days (Rule 26 (2))
(vi) It can also be granted up to 300 days in case of leave preparatory retirement (Rule 38 (1))
(vii) Earned Leave should not ordinarily be denied to any employee, especially in the last ten years of career. (Rule 7)
(viii) For those retiring/resigning in the middle and also for the new recruits, 2½ days per completed calendar month shall be credited as EL.
